Ranking Member Shaheen Statement on Senate Passage of the Lindsey O. Graham Sanctioning Russia and Iran Act

WASHINGTON – Today, U.S. Senator Jeanne Shaheen (D-NH), Ranking Member of the Senate Foreign Relations Committee, released the following statement after the Senate passed the bipartisan Lindsey O. Graham Sanctioning Russia and Iran Act of 2026:

“Today, the Senate sent Vladimir Putin an unambiguous and bipartisan message in the only language he understands: pressure. The Lindsey O. Graham Sanctioning Russia and Iran Act is a historic sanctions package that would cut off the money funding Putin’s war machine by targeting Russia’s leadership, financial institutions, energy sector and shadow fleet. This bill aims squarely at the malign actors continuing to bankroll Russia’s war through their purchases of Russian oil and gas—especially China. Any country that willfully supports Russia’s war machine by purchasing its energy exports is now on notice that they will face severe consequences if they continue. At a moment when Ukraine has momentum on the battlefield and Russia’s economy continues to falter, this bill will help force Putin to the negotiating table and bring this brutal war closer to an end.

“The Senate has now done its job. When the House returns, they must send this legislation to the President’s desk without delay. As President Zelenskyy told a bipartisan group in Congress last week, Ukraine needs this bill. And as my colleagues in both chambers understand, this is the only piece of legislation giving Ukraine urgently needed support that has a chance of being signed into law this Congress. Every day this legislation waits is another day Putin profits from energy sales to buy rockets, drones and weapons to kill Ukrainians. The time to act is now.

“This bill is also a testament to the extraordinary bipartisan work of Senator Lindsey Graham, Senator Blumenthal and colleagues on both sides of the aisle who refused to let Russia’s aggression go unanswered. Lindsey understood that Ukraine is defending not only its own sovereignty, but also the security of Europe and of the entire free world.”
